Can you supply business lists that include email adresses?
My client wants to market to human resource managers at mid-size consulting companies in NYC. He is requesting a business list of consulting businesses in NYC with email addresses for their HR executives. Can the RN supply this?

Running a direct email campaign requires knowing the regulations behind the federal CAN-SPAM Act. Running afoul of its guidelines can have serious consequences for a business. For that reason, email addresses are not an item that we include in business lists. It's too risky.
For instance, uploading a purchased list to Constant Contact would invalidate their user terms, resulting in their account being closed. Also, standard office email applications (like Microsoft Outlook), or sites through which you can get a free email address (Yahoo, Gmail, Hotmail, etc.), establish a maximum limit of emails that can be sent out at one time. Even if you sent under the maximum amount, you'd not get reliable feedback as to whether the email has reached its target (e.g., the recipient can just simply block your name, and any future emails will just get bounced away). And so on.
There are private information companies (like Data Axle) that sell email addresses. them. They also sell their expertise in managing email campaigns. They have the experience to overcome some of the obstacles mentioned above. They also save time, as this can be a laborious task.
